Two serving members of the Jamaica Constabulary Force and one former police officer have been charged with murder following an investigation by the Independent Commission of Investigations, known as INDECOM.
Constables Delano Stewart and Javaun Francis, along with former Constable Odaine Williams, appeared before the Home Circuit Court on Thursday, July 30, 2026.
The Alleged Incident
The charges are connected to the fatal shooting of Nicholas Miller during a police operation on Wellington Street in Denham Town, Kingston, on September 6, 2023.
The case was transferred from the Kingston and St. Andrew Parish Court to the Home Circuit Court for further proceedings.

Police Accountability
The case has once again brought attention to police accountability and the importance of independent investigations when members of law enforcement are accused of serious wrongdoing.
INDECOM was established to investigate incidents involving members of the security forces and other agents of the state in Jamaica. Its mandate includes investigating fatal shootings and other serious incidents involving police officers.
